You mean in bars? It's really early for me!
Here I've heard of happy hour from 22:00 or 23:00 to 1:00, even it also depends on the day!
A four-hour happy hour? Sounds as though someone has a lot to be happy about. Or perhaps, someone needs to drink for four hours before they can feel happy.
